Is it possible to create one DLL in eMbedded VC and use it for Windows CE
and windows NT/ 2000 applications??
If yes then how?

Certainly in the average case, that would be impossible.  Think about it;
the processors are normally different.  Further, the Windows CE DLL is going
to get its Win32 functions from coredll.dll, while the Win32 DLL would get
them from elsewhere.  I suppose you could write your own coredll.dll for
Windows NT/2000, etc., etc., but why?  It's pretty easy to compile the same
source code twice...
