 Windowless ActiveX control/ Transparent ActiveX control

I have made an ActiveX control showing an arrow. This control may be a
straight arrow, or an arrow with an unlimited number of breaks. When I use
my arrow, I would like to draw several arrows crossing each other. This is
not possible with an ordinary ActiveX control (as far as I can see), because
the control is not transparent.

I tried to solve this problem by making the control Windowless, by creating
a new control with the Wizard, and set that the control should be
windowless. But the control is still not transparent. How can I solve this
problem??
