Is this 80Decimal or 80Hexadecimal?

0x means Hex in C/C++ (prefix)

"0x" before the number means it is hexadecimal.

The 0x prefix makes it hex. So FILE_ATTRIBUTE_NORMAL is a 32-bit
(4-byte, 8 hex digits) word with one bit set on.
