 Dialog Resource Color Changed from Windows 98 to Windows 2000

I have bitmaps that are being used as resources to draw a gui. The
background
color matched the dialog, in Windows 98, but it doesn't in Windows 2000.
Note
that this is a resource and is not being called by ::loadbitmap.  Anyone
have any ideas
on how to get the background color of my resource to be transparent or match
the dialog color?
