Is there any Win32 function that can tell the
a. the heap size allocated in a program/process
b. the heap size available in the system

Is there any utility that can do this?

 heap size
Win32 offers the functions GetProcessHeap() (for the default heap) or
GetProcessHeaps() (if additional heaps are created) and HeapSize().

The heap size could be limited by linker options or for additional heaps by
a parameter in HeapCreate(). Otherwise the limit is the free virtual address
space which is reported by GlobalMemoryStatus().
