I need some help or input or pointer from anyone.  I am C++ programmer, and
is assigned to develop the program with the features below.  I don't ask
about source code or anything like that.  I just need some pointers of where
I can find information to develop such program.  This could include books,
websites, articles, etc.  Right now I am blank, and don't know where to
start.

Create WINDOWs that will have the following features:
1. Transparent background. However, it would not allow clicking an icon in
the background.
2. Should be able to Drag Icons OUT [only] of the WINDOW to the desktop.
Dragging icons into the Window from elsewhere is not allowed.
3. If deleting icons from the WINDOW and if there are associated links in
the Start Menu, they should be taken out of the Start Menu
4. Should be able to minimize the WINDOW to an Icon in the desktop. Should
be able to reinstate the minimized WINDOW by clicking the Icon on the
desktop.
