Arthur, Mark,

Bluewater Systems ( http://www.*-*-*.com/ ) offer WinRT,
which will handle interrupts and I/O on behalf of your app.  As long
as you don't need the performance you'd get by handling the IRQ in a
VxD, you should be OK.  (Since you handled reflected IRQs in a DLL so
far, performance should not be the issue here.)

Winstar (http://www/wintech.com/ or so?) apparently has a similar
product, but I haven't used that one.
