 Can anyone solve this COMCTL32.OCX problem in ASP?

Howdy folks,

This is copied from technet January 2000 (PSS ID Number: Q165674):

As you can see it shows the CODEBASE as being the OCX file itself.  I am
using Visual Studio 6.   I added the OCX for the comctl32 to the web
directory and reference it like this:

I have licenced the control using LPK_Tool exe and put the licence pak in
the directory with my asp page and reference it as follows:

<OBJECT CLASSID="clsid:5220cb21-c88d-11cf-b347-00aa00a28331">
  <PARAM NAME="LPKPath"  VALUE="CustOrd.lpk">
</OBJECT>

However, when I run the page on a client that does not have VB installed
with IE 4.0 (SP2) and Intranet security settings on LOW the result is that
no control is instantiated, no control is downloaded, no error message, and
no error in the error object on the page.

I get the same exact effect with the CommonDialog control (COMDLG32.OCX).

Does anyone have a clue as to how to deal with this?   Thanks!
