 Z7 versus Zi command line compiler debug flags

Does anyone know why the MSVC++ documentation states, "To create a library
that contains debugging information without using .PDB files, you [***] must
[***] select the compiler's C 7.0-Compatible (/Z7) option and clear the
linker's Use Program Database (/PDB:NONE) option."?  This states Z7
/PDB:NONE must be used, but I've used Zi /PDB:NONE and it seems to provide
the same level of debugging and the builds use less disk space.
