 Develope DB for clients computers running microsoft 95/98/NT

Hi everybody.
My name is Hanoch and I'm new in this newagroup. I'm working in an internet
company and need to develope client s/w. This s/w is supposed to run on
client computers with microsoft 95/98/NT os. I need to develope Data Base
that the client s/w uses and updates. I would like as much as possible to
use existing components or DB models and not to write all the DB from the
start. I can't assume anything about the client computers except the fact
that they run with Microsoft 95/98/NT os. What is the support microsoft
provides for DB oriented s/w? Does any utilities for DB are installed in the
standart installation of these os? Thanks for your help.
