 ODBC with Access concurrency problem

The ODBC driver for Access97 does not report update-conflicts, that means
Update()
does not fail if another application has updated the value of a filed while
the
application is somewhere between the fetch and the Update() statement.

I need this behaviour for a counter that must be unique across different
stations.
The code worked fine with SQL Server but the customer now wants to have
a low-cost version using Microsoft Access.

Has somebody else observed this behaviour?
