 Winsock INET_ADDR returns INADDR_NONE for 255.255.255.255

In using the Winsock API and trying to send UDP broadcasts to the entire
subnet, 255.255.255.255, it kicks back INADDR_NONE indicating an invalid
address. I thought it only returned this if the value of any of the octets
was greater than 255.

Any ideas?

I think 255.255.255.255 is universally recognised as an
inapropriate address.  If you are connected to the web
everyone in the world is gonna receive it.  If you are on
a private network you should probably restructure your
network to be a smaller subnet anyway.
