 Determine Local Admin rights ?

Here is my problem.

On WinNT I can find the current logged user name and all the userinfo from
the PDC, but what I can't determine is if that user has admin rights on the
local domain.  If the user account is defined explicitly on the local domain
then I get the correct privilege.  However, if the current user has
administrative rights because he is an administrator on the PDC the
privilege comes back as User.  I am sure I am missing something, but does
anyone have any ideas ?

i have code in vb to find about currently logged on nt user. but iam not able to
get his group. i just want to know if he belongs administrators groups.
i found code for this in msdn only for VC++ but not for VB.
