 VerInstallType error

I have a user that is reporting the following message when attempting to
install an application using an install program that is based on
Microsoft's setup1.vbp that ships with VB6: "Cannot rename temporary
file".  This error message is caused by a response code equal to &H2000
or the defined constant VIF_CANNOTRENAME when calling VerInstallFile
from the CopyFile function.  According to the MSDN Library this error
message means:  "The function cannot rename the temporary file, but
already deleted the destination file."  Can anyone tell me under what
circumstances I might expect this to occur and how to avoid it?
