using Shell() to execute a BAT file

Can

Shell("MyBatchFile.bat",vbHide)

be used to execute a batch file filled with NT commands ?  I am not having
success.   If not, what is the alternative?

Also, can Shell() be used to directly invoke NT commands ? Such as

Shell("cd e:\mydir")

Once again I am not having success.
