in creating a screen saver, how do create a window in the preview window
that's on the Display dialog box?

Try searching Microsoft support online for Screen Saver... There are MANY
articles listed there.

One in particular is Q146907: How To Create a Screen Saver in Visual Basic

Check for the following in the command line at Sub Main() when starting

/c = config screen
/s = screen saver
/a = for Win95 - password
/p #### = preview (display properties preview)

the #### is the handle to the window that looks like a monitor

to do the preview you will need to change a picture box to a child of this
window you do this as follows

    Dim temp As Long, PrevhWnd As Long
    Dim ParentRect As RECT
    PrevhWnd = CLng(right$(Command, Len(Command) - 3))
    temp = SetParent(Saver.Picture1.hWnd, PrevhWnd)
    DoEvents

You can now draw to the picturebox and the changes will show in the preview
