Has anyone come across the APIs for the DHCP server?  I need to withdraw
configuration information in batch.

First of all: I haven't. This seems to be a real problem to a lot of people.
You are not the first one to ask this question and we at our company have
been searching ourselves. The Redwood Company even said that they had no
intentions in the direction of publishing/documenting the DHCP-API.
