My application works fine when I install it to a test computer that has
Windows 95.  It does not work if I test it on a computer that has Windows 95
but not Internet Explorer.  The application errors when it tries to get data
from the database.

Does Internet Explorer contain files related to data access?  What is the
problem?

Does it use the shdocvw library? If so, your target systems must have IE
installed on them .. shdocvw is not redistributable.
