 I thought digital signing was supposed to detect changes?

Folks

I thought that digital signing was supposed to check to see if there
were any changes to the EXE?  I made change to some text visible on a
form, ZIP to QIP, and no warning/error message.

That's normal. It's not checked every time you run it. Try uploading the
modified version then redownload it, or right click the file and see
Properties-->Digital Signatures tab.

Yes, I see that now.  That sure is a small red x.

Also when I ran the changed exe from a server the tampered message was
at the bottom of the warning screen in the fine print.  I was
expecting a much larger red stop sign, etc, etc.

In my opinion this screen is way too similar to the non signed screen
folks get.  Time to create a web page with screen shots and send it
off to someone senior in MS.
