MTS - Microsoft Transaction Server
I had a similar problem. SP4 was not installed correctly. I
reinstalled SP4, installed the Option Pack, then you have to reinstall
SP4 because the Option Pack does something to SP4 so that they will not
work. See some of the recent posts to

information on this.
