The question I have is any recommendation  for either of the two choices I
have for a client?

It's impossible to say without a lot more information. It's not the kind of
design decision you should make by flipping a coin, which is all anyone
could do with the provided information.

 fat client (MSMQ, VB Program) or thin client (ASP page then have Web server use MSMQ)

VB applications can be constructed to either the fat client or thin
client model. The need for a Web server can even be eliminated.

You should select the technology that best meets your needs.
