DirectX is considered a fundamental part of the operating system, so
Microsoft doesn't provide a way to uninstall it, so if you really want to
downgrade to a previous version of DirectX, you may need to reinstall
Windows.
There are some 3rd party tools such as DirectX Buster
(http://www.directxbuster.de/index_e.html) that are supposed to remove
DirectX, however you may occasionally run into a problem. You should use
them at your own risk.
