 Retrieving data from multiple servers using a common data access component

I have a general question concerning the utilization of a common Data
Access component for data retrieval.

The data layout is as follows:

Server A - Contains a database that has connection string information.
 Also, Contains Job Database W50.
Server B - Contains Job Database W100, W200 and W300.
Server C - Contains Job Database W400 and W700.

Currently, the application invokes the Data Tier component by passing
in the ID value for a particular job database.  The data access
component in turn accesses an INI file that points to the server
(Server A) that contains the Connection String Information for all of
the other job databases.  The data access component obtains the
connection information then executes the appropriate sql/stored
procedure against the correct job database.

Would using the INI file be an appropriate methodology?  Or should we
pass the connection string values into the data access component?
(This information would be available when we obtain the list of job
names (job ids) when we query Server A.)

What is the Best Practice?
