 VB3.0, Access 1.1, Compatibility Layer, Compact Statement

I am having a problem with the compactstatement.  It converts the
database to an access 2.0 database.  This is a known problem by
Microsoft as stated in article Q115779.  My question is does anyone know
of a fix/workaround other than buying a copy of Access for all my
clients?
