 Why "Network Subsystem Failed"?

When I run my program (has some WinSocket Controls) on Windows2000, it show
me error message "Network subsystem failed"! Can anybody tell me what is
this?

My program is complied with VB5-SP3 (Win98). and run at Windows 2000!
