 Help: prevent webbrowser ctrl getting access on local file system

Hi all,
my problem is: i want the webbrowser not to get access on the local file
system. But if i navigate to the address "c:" or to any folder address
on the local file system, the webbrowser control will start the windows
explorer. Changing the registry (setting explorer NoRun = 1 or setting
NoFileUrl = 1 in HKCU\Software\Microsoft\Windows\CV\Policies\Explorer or
HKCU\Software\Policies\Microsoft\Internet Explorer\Restrictions) does
not help. My system is w98 and ie5.5 sp1. How can i prevent the
execution of windows explorer if i navigate to addess "c:" ????
