Hello - I am using a picture box with a standard 16 color bitmap.  I need
the handle to the palette of the bitmap but when I try to get it using
Picture1.Picture.hPal it's value is always 0.  What's up here?  I know the
bitmap has to have a palette, why isn't the hPal property returning it?
