 Not a loaded class error when loading form

I have a project which I sent to a client together with the source files.
When loading one of the forms, the client receives an error and the
following messages are written in the Log file:
Class ComctlLib.Toolbar of control Toolbar1 was not a loaded class.
Class ComctlLib.ImageList of control imgToolbarImageList was not a loaded
control class.

I should mention that the project was developed using VB5 Professional
Edition, together with SP3. I know that the client is loading the project in
VB5 (under Windows95 Chinese), not using SP3.

Has this anything to do with the SP3?. Does the client have to download the
patch too?

Any ideas would be appreciated.

I think SP3 loads a newer version of the Common Controls
