 ActiveX control within ActiveX control Licencing Error 429

We run an application that runs a UserControl control within it.  
This works well on machines with VB design environment.  However
installation onto "some" clean machines causes the app to run once, then
causes 429 Licence error.
It has worked on some NT machines and dies on most clean W95 machines....

Has anyone got any ideas.....
