 VB can't run non-Microsoft OCX when user don't login as Adminsitrator

I notice that in Win2K, if I login as non-Administrator user, my OCX don't
work?and shows message as"Automation Error", and other no-Microsoft OCX are
the same.
Even in the VB IDE, if I try to load a non-Microsoft OCX, a dialog appear:
" Permission denied "(Error 70)
