Can anyone tell me or even write me a small command-line program that
I could run from a batch file under windows 98 se?  Just to change the
right-active-titlebar-color and Desktop background/color or to update
and use the registry-color-settings without the need to reboot.
Maybe something like: TITLEBAR 128 0 128  

I can't use the registry or ini-files because it needs a reboot before
the color changes :(
