 setup.exe failure: 'insert disk 0'

i running into an elusive problem installing VB6(sp3) applictions
created with the package and deploy wizard. on occasion, setup.exe will
fail because it's looking for 'disk 0' to be inserted in the cd-rom
drive. there is of course no 'disk 0' and all necessary files should be
present in the .cab file(s). i'm not sure if it's a cd-r media problem,
a setup.exe bug, problems with previous installations, etc.
anybody else run into this??

Often you can get around this problem by just copying your install files to
the local hard drive and running them from there.
