Trying to figure out how to not to show the line if user_email is blank just
skip until there is a complete record with username and email. Ben trying to
write a if or but cant get it to work

still needs some kinda else statement that skipps the line if there is no

Maybe I misunderstood you question but the code below won't print the row
unless there is an email address.  I thought that was the only condition
that you had to meet.
