one please help me understand how to actually connect to a particular OU

lets say i want to unlock all users in a OU named ACCOUNTING

do i have to specifiy all OU above the OU i want to work in or just the OU
where the users reside.. like the ACCOUNTING OU is inside an OU named
NORTHAMERICA ??

and my domain name is WETSHOES.COM
and the domain controller is SERVER1

is there any way to connect to an OU with the DS namespace provider..
