 desktop shortcuts

I am running a windows 2000 domain with nt4 clients. I
have tried to create a short cut on the users desk tops
when they log in using then following script:

set WshShell = WScript.CreateObject("WScript.Shell")
         strDesktop = WshShell.SpecialFolders("Desktop")
         set oShellLink = WshShell.CreateShortcut
(strDesktop & "\New permits.lnk")
         oShellLink.TargetPath = "z:\db1.mdb"
        'oShellLink.WindowStyle = 1
        'oShellLink.Hotkey = "CTRL+SHIFT+F"
        'oShellLink.IconLocation = "notepad.exe, 0"
        'oShellLink.Description = "New permits"
         oShellLink.WorkingDirectory = "z:"
         oShellLink.Save

Every time my nt4 users log in they get the following
error:"Loading your setting failed: Access denied.
(0x80070005)" Why do they get this error?

Maybe I'm misunderstanding, but,
If your hotkey 'ctrl+chift+f' means opening the db1.mdb, the key combination
is already set for another in my system.
