It's easy to use, but sometimes a bit buggy. The HTML Help workshop
can use also the old Help compiler files to transform them into chm-files.
Things are get a bit more complicated, if you intend to add all thouse
things like popups and so on. MS Press has released a book about
HTML Workshop written by Steve Wexler (I don't know the English
title, because I just have the German translation).

You have to download from Microsoft web site the HTML Help workshop. Then you could create html files and compile them in a chm file.
It's very easy to use.
