 Activated event in MDI child form

In VB6, the MDI child forms activated event was fired
every time the focus was received. If one shifted the
focus from one form to another, the form receiving the
focus would fire it's Activated event.

I have found that in VB.NET the behaviour is different:
The event is only fired on the first MDI child form that
receives focus. Any other forms that are loaded or receive
focus, their Activated events don't fire.

Is this by design, or is this a bug?

P.S The Activated event behaves as expected in forms that
aren't MDI children.
