 Must a .NET application have a setup or install package?

Is it possible in .NET or VB.NET to make an application
that can run direct from a cd without install the
application?

It is possible only when you can ensure the target computer has .Net
Platform installed.

XCOPY is enough for deploying a .NET application. But you should know how
CLR probes the components.
