It's *very* unlikely that Ctrl+ALT+DEL can be suppressed on any NT based system since it is a special attention
sequence...
Now the others might be possible to suppress on NT and Win2K. The KB article did only mention Win9x (and was last
reviewed 1/9/2001) and included a "use at your own risk" disclaimer ;-)...
