 can I use command line to launch internet explorer and open one url each time

BTW, could you please set your time zone right.  It says your in the Pacific
time zone (GMT -8 hrs) which you most obviously are in Singapore's time zone
(GMT +8 hrs).

This same question was posted to almost 300 NGs, probably just to mine email addresses for spam purposes from anyone who actually replied via email...
