Unix style font sizes on Windows don't work

Submitted by:  David LeBlanc
OperatingSystem:  Windows NT
OperatingSystemVersion:  Workstation 4.0sp4
Extensions:  itcl/itk/iwidgets 3.0.1
CustomShell:  no changes - scriptics binary install.
Synopsis:  Unix style font  sizes on Windows don't work

ReproducibleScript:
Run virtually any script that uses the 14 field unix-style font specifiers and fonts show up about 1/10th expected sized. A specific example is the catalog.tcl script that comes with itcl3.0.1

ObservedBehavior:
text too small to read.

When the font size is something like 120, the text looks like it's 4  or 6 point text - on a 1280x1024 screen it's unreadable. If it's increased up to 240 or even 360 it will then look like what one would expect 12 point type to look like. HOWEVER, sometimes the text suddenly becomes huge as if some boundry had  been crossed when changing the font size parameter.

DesiredBehavior:
"normal" sized text. expect to see 12 point type when the font size specificer is 120 etc.

Comments:
I first complained about this over a year ago in the days of 4.2 and 7.6.

This bug really HURTS MY EYES - no joke!

PLEASE fix this ASAP! I'm tired of patching up tk scripts to get them to be usable!
