External Header file xlib.h includes internal header file tkIntXlibDecls.h

I noticed this too, when attempting to make an Img 1.2 binary distribution
for Windows. This header file is essential for the X11 emulation layer,
therefore it should be internal. Therefore:
1) Could this header file be renamed to "tkXlibDecls.h" ?
2) Could it be installed by the the Windows installer?
