I haven't thought deeply about this.  It sounds
like some sort of security misconfiguration--
that is, I suspect file or directory permissions
are set differently for the two machines.  Do
you know where to look for such problems?

This reminds me:  are there reasons to update
cgi.tcl to 8.0 (that is, exploit 8.0's more
powerful built-ins, including [file rename ...])
beyond the aesthetic?

 exec problem on HP/UX

Where is the tcl exec command in the code.
I have a CGI web program that works on solaris
but fails on hp/ux with the following strange
message.
the tcl tests for exec work fine from the command line.

I am using Libes cgi.tcl on both machines:

error reading output from command: interrupted system call error reading
output from command: interrupted system call while
   executing "exec mv $server $dest" invoked from within "set osmove
[exec mv $server $dest]..." invoked from within "if
  {$mode == "commit"} { global cur0 handle sql row set handle [oralogon
www/firefinder] set cur0 [oraopen $handle] se ..."
    ("uplevel" body line 31) invoked from within "uplevel 1 [lindex
$args end]" invoked from within "if 1==[catch { eval
 cgi_body_start [lrange $args 0 [expr [llength $args]-2]] uplevel 1
[lindex $args end] } errMsg] { set savedInfo $errorInfo ..."
   (procedure "cgi_body" line 5) invoked from within "cgi_body
bgcolor=ffffff text=000000 link=003366 vlink=003366> {
              cgi_puts { <form action="ind1.cgi"
enctype="multipart/form-data" method=pos ..." (file
                         "/disk3/ns-a shell invoked script, but under
cgi theyt fail with
