 newbie question: MySQL installation

This newbie needs help badly.

Using Windows XP, MySQL 4.0.12 and phpMyAdmin 2.4.0

Installed MySQL not in the default directory (but that shouldn't matter)
Installed MySQL ODBC driver for Windows
Changed the MySQL admin user id and password

The MySQL my.ini setup file reports

Set up a directory for phpMyAdmin, gave all files and folders Read &
Execute permission to IUSR_mymachinename

Access http://localhost/phpMyAdmin/index.php
and got the following error message

 newbie question: MySQL installation
Did you:
A) Change both admin entries in table' user', database 'mysql'. There are
two entries, one for remote access and a second for local access

User Password Host
Root blah
Root blah localhost

b) Did you execute 'Flush privileges' or restart the MySQL server after
changing the password?

Agreed.. but this isn't 'comp.lang.php.and.mysql.installations' is
it?

It's much better to keep each group ontopic which is more helpful.
