 Executes under command-line not through the browser

I am implementing the following perl script on Windows NT. It seems
to work under the command line execution, but fails to work invoking
it through Netscape running locally using WebSite as the server.

Can someone help me out...

Thank you.

require 'formlib.pl';

$| = 1;

$ENV{PATH_INFO} ne '' && &GetPathArgs($ENV{PATH_INFO});

print "<Content-type: text/html>\n\n";
#####################################################################
#######

print "<HTML><HEAD><TITLE>Registration</TITLE></HEAD>\n";
print "<BODY>\n";

unless  ( $in{Name} && ($in{Addr1}|| $in{DayPhone})) {

        print "<H1><IMG ALIGN=TOP SRC=",

                  "\" http://www.*-*-*.com/ \">",

                  "ERROR!</H1>\n";

        print "There was a problem with the data you entered. You ",

                  "need to supply at least: <B>name, address and ",

                  "phone number.</B><P>",

                  "If you wish to correct your data, ",

                  "<A HREF=\" http://www.*-*-*.com/ \">",

                  "return to the registration form.</A><HR>",

                  "<ADDRESS>Registration form CGI by",

        exit (1); # end the CGI right here.
