 IBM AIX (SP/2) - CHAT2.PL <- FTP.PL <- perl5.0 Code

I am trying to use simulate FTP functions (FTP.PL Library) on IBM AIX
box (SP/2 hardware) to talk to HP-UNIX, HP-MPE, IBM AS/400, IBM 3090
and DOS/Windows Machine.

*******   My PERL Script ********************************
# /usr/local/bin/perl
# ----------------------------------------------------------------

    require "ftp.pl"
#
    &ftp'open   ("Machine Name", 21, 1, 1);
#   ftp'open input parameters: <site>,<port>,<retry call>,<attempts>.

    &ftp'login  ("Login Name", "Password");
    &ftp'get    ("File Name");
    &ftp'close  ();
#       --------------- End of PERL 5.0 Script ----------------

The PERL script returns an error code from ftp'login routine.
To track the problem, I included some debug statements in ftp.pl
library, then I came to know the it fails in ftp'send function, which
returns an error code : 30.

QUESTIONS
---------
    * Is it possible to use PERL ftp.pl library.
    * Is there any way to get around the problem.
    * How to do I make sure that ftp'open is successful
    * Is there any documentation available for ftp.pl. If so where do I
find it.
