 Apache Rewrite With Perl Script Question - HELP!

Anyone have any idea why the [L] would not be working ?????

Here is my .htaccess file:

Rewritebase  /process/

RewriteCond       %{REQUEST_FILENAME}          ^.*\.NOINDEX$
RewriteRule        ^(.*)\.NOINDEX$          $1     [L]
#RewriteCond      %{REQUEST_FILENAME}          !^.*\.XX$
RewriteRule      ^(.*)$
${testcase:$1<:>%{SERVER_NAME}<:>%{REQUEST_FILENAME}<:>%{HTTP_COOKIE}}

Heres how it works.  The script referenced by "testcase" is a perl script
which handles
all the logins and redirection except for the case of an empty directory -
which the first
rules handles.    Both rules works fine, but the "last" flag [L] is ignored
and any requests that
match the first rule are also sent through the second rule.

Anyone have any idea why the [L] would not be working ?????

The input to the first rule is suppose to be a previous output from the
second rule.
The ".NOINDEX" is appended by the "testcase" script.
