 getnetbyaddr and getnetbyname

(Version 4.10)

getnetbyaddr and getnetbyname have the peculiar feature that arguments
and returns that are network numbers are handled as *integers* rather
than four-byte strings.  This is strange because the gethostby*
functions handle addresses as four-byte strings.  In addition,
getnetby* is harder to use, because one has to write expressions like

It seems that getnetby* handle network numbers abnormally.  Is there a
reason why they can't be changed to be consistent with gethostby*?
