What does "1;" mean?

 What does "1;" mean?

Hi,
    I am new to Perl and have just inherited some perl script to work with.
On one of the files, I have the folloinwg:

    1;
    submodule......

    submodule...

    I am not sure what the 1; mean in this case.... Anyone can help me out
here? Thanks in advance!
