DTIME() and ETIME() for MS FORTRAN

I asked about these functions about two weeks ago, but couldn't find what
I wanted.  So, I wrote them.

A few people had asked me for copies, but I lost their addresses.  So, if
anyone wants a copy of DTIME() and ETIME() for MS fortran 5.1, e-mail a
request to me.

Thanks again to all those who responded to my questions about timing
functions in MS FORTRAN.
